He is quite nervous and stepping up is a BIG step for him. So, instead of thinking yes or no: this bird gets on my hand or this bird doesn't, we are working on training intermediary steps such as approaching my hand, leaning past my hand to touch the target stick, maybe even placing one foot briefly on my hand to reach the target stick. This is all progress in the direction of stepping up. Little by little with more and more progress and trust building, he will eventually be comfortable stepping up on my hand himself and enjoy the process.
